Watson is OCINT's human-governed agentic orchestration layer. It plans investigations from approved playbooks, coordinates specialized AI agents and authorized tools, documents the basis for its recommendations, and pauses at every consequential step for a named human decision.

Watson is in development and not yet externally available. Its agentic workflows are being built around defined tool permissions, complete logging, approved procedures, and mandatory human checkpoints. Sherlock and SwiftReport are live today.
